Different offenses dictate differing values of players. Moncrief's production in the Indy offense is much similar to what Tate's is...though his production numbers are slightly less due to leaving a couple of games early, he still averaged over 13 ppg. (his actual numbers would have reflected on avg. 16.99 ppg, to Hilton's 18.125 ppg., basically a 1-pt difference.
Taking the high road in comparison...I would venture to say that $5.8 is the minimum.

Veto (1-1) How is Hurns in your option worth 4.25 to 4.5 but Moncrief is 5.8?? Hurns has been better every year. Look at 2015 when they both had best years and it proves Hurns is more productive with his looks and catches. Not to mention TD.

Hurns ppg has been better each year and production. Also as to 2015 both saw 105 targets so I'm not sure why it matters if Luck was hurt. Off the 105 Hurns caught more and better yard off them and TDs. If you look at it Hurns and Moncrief and similar players with Hurns actually having shown good year and Moncrief flashing but never putting it all on the field. I still believe in him but this his max with Hilton and Aikens is a Hurns like 2015. Also Marvin Jones was resigned last year at 3250000 and was just barley worse than Moncrief so far. As for Tate he was a UFA signing so no discount and has been so consistent his career that you knew what you were getting. Moncrief has one year of better than WR3 numbers. I think Boldin is an comparison but he too was UFA and I like you've said should get a little home town discount. I could see at max Moncrief being a 4.5 WR with my discount and his comparison to Hurns being just like or better than him with a worse QB if you say so.

I think I understand the point you're making.
But first, please understand that my vote and understanding under my individual analysis is still just one vote.
Secondly, as I see it Number 1 WR's typically run in cost from $9 Mil upward. Now there are 15 top WR's being paid this amount (this includes quite a few who are not being paid that amount due to being players won through the Transitional Tag process. Thus the two 1st round picks make-up the difference in salary. (ex; Dez, Hilton, Thomas and maybe Brown, etc. (If I recall correctly)).
BTW, Cameron Meridith (13.982 ppg avg.) being signed to a 1-year contract of $14.3 Mil, ranks among the top of WR's signed and shows why the Franchise tag for WR's is what it is.
2nd tier there are 13 players with salaries ranging from $4.7 Mil to 7.25 Mil (median is $5.975)
According to Hurns' performance at 9 ppg and Moncrief's performance at 13 ppg. (although I have his avg at close to 17 ppg (16.99) taking away the two games credited to him in which he left).
Where would you rank them?
That's just my take. Others may see it differently.

Way too cheap. I don't see how a player whose number 2 on one of the great offenses in the league goes for this low. A number in the high 5M range would be decent and a start for this player
