Veto (0-1) While he may have finished the year as the #40 DE, he's a 1st Round Draft Choice and has significant potential. I see him as a minimum of $1.75M to $2.00M.

Concur with Greg's assessment as regards draft position and expected compensation.
It appears that there is a tendency starting where offers are concerned, to link actual performance with lowered tiered salary players at the position, rather than taking an objective look at the over all signing conditions and salaries.
However, according to the rules, proper determination in making a "fair" offer is not so much linked with actual performance as the sole basis, as it is with ranking the actual player. As an example, there are 13 DE's ranging from $4 Mil to $6.25 Mil - 20 from $2 Mil to $3.7 Mil - 15 from $1.2 Mil to $1.95 Mil.
In making my point, of those players in the $4 Mil to $6.25 Mil range (perceived top tier), their performance for the previous year ranged from 3.53 ppg to 9.93 ppg (excluding Watt's at over 14 ppg). Notably, some in the other tiers out-performed some in the top-tier.
Notwithstanding, the medium tier is where I would rank this player, giving me a scale from $2 Mil to $3.7 Mil in which to rank my player. Having established the minimum ($2 Mil), I find the highest paid player in that category of production is $3 Mil (excluding Kruger at $5.1 Mil). Production equal with that of Devin Taylor ($2.25 Mil) represents the baseline fair value offer imo.
I would rank minimum requirements slightly higher, to be no less than $2.25 Mil, no more than $3 Mil.
