Bucs offer Allen Hurns WR Jac 4 years @ 3,750,000
Hurns avg game last year was 9.7 pts.
Players won in FA last year (2016) that had similar avg points in 2015 -Lenard Hankerson 8.27 avg poi (4 yr at 2M) -Danny Amendola 11.58 avg points (2 yr at 3.75M)
I feel hurns has the ability to get closer to his 2015 avg of 16 points. So that is why, while he didn't score as many points as Amendola, he deserves a similar contract

Approve (1-0) I've gone both ways on this one. Hurns is clearly the #2WR in Jacksonville in an offense which should clearly improved with the addition of Fournette. I feel Hurns is clearly better than Amendola, but their are not a lot of comps in RFA for Hurns. Terrance Williams got 2 years at $3.25M in RFA last year. This one is low for a 4 year deal but approvable in my opinion.

I believe while a lack of comparisons in re-signing RFA's are apparent this year, there is still an abundance of comparisons for #2 WR's to give us guidance.
There are two points of interest I think are important enough to mention at this point.
First, T.Y. Hilton ($6.5 Mil), along with Antonio Brown ($7.5 Mil) and Demaryius Thomas ($6.7 Mil) - represent one of the anomaly's of our system - as they are creatures of Transitional Tags. Their true value and worth therefore is not accurately reflected due to the fact that two 1st round picks were also surrendered in order to acquire them.
Edelman at $11 Mil, and J. Nelson at $9 Mil would show #1 values according to FA imo.
Number Two WR's, i.e., Golden Tate ($5.8 Mil), Anquan Bolden ($5 Mil), Rishard Matthews ($4.7 Mil) Sanu (5.125) would represent accurate values. Emmanuel Sanders was re-signed at $4 Mil, however this new low salary was a matter of timing, mixture and atmosphere. He was a number 3 WR changing teams, albeit to a high scoring/passing offense.
I think it has also been established that we allow a "hometown" discount to the team who has offered the RFA a contract. With 1/2 of $9 Mil being #4.5 Mil, I would venture to say this would be representative of the low end for an established WR#2. Factoring in a discount, while .$5 Mil may not seem significant, it is significant enough to keep with precedent. No less than $4.25 to 4.5 Mil seems more than fair.
