I'm looking at around 1.5m minimum for a WR3 as Wilson is, he produced in stretches last year and I would like to see a higher salary based on that.

He played the last half of 2014 (6 games) and the first half of 2015 (11 games). In that time he wasn't an elite WR but he would have been a suitable WR3 (76th WR in PPG in 2015), and so I believe 1.5m is a fair price to pay at a minimum for him when taking into account a home town discount.

Concur w/Patriots...which I believe is very, VERY generous on his behalf. I've long adopted a tiered-system of players which take into account various other factors such as a hometown discount (awesome break for the often over-inflated prices of FA).
If top-tier WR's are averaging around $8.5 Mil, a WR2 would be $5.5, leaving a WR3 to be in the area of $2.5.
As such, perhaps somewhere between $1.5 - 2.5 should be the targeted range.
