McDougald finished well as a 1st year starter (not ranked in top 32), but did receive negative commentary. Bengals recently re-signed Tony Jefferson ($2.3 Mil) who ranked 23rd in ppg last year. Conti had a better ppg average ranked #21 ($1 Mil)
Colts offer a 4 yr contract @ $1.75 Mil = 2.45 pts

I would say a 2.25m offer is fair similar to the FA Jefferson, 1.75 is a bit low to me for a guy who is set to play just as many snaps this year as last.
Veto 0-1

Approve 1-1 I'm ok with this value, don't think he should get paid as much as Jefferson as Jefferson scored more points last year. Good contract

I feel this is a fair deal for a db, perhaps the lowest about is be willing to approve for him but nonetheless pretty good.
Approve (2-1).

Approve (3-1) A reasonable deal for a young DB with limited proven experience.
