Overview:
Welcome to Dynasty NFL GM. We're a 32 team contract/salary cap league which attempts to create a fantasy experience as close to the real NFL as possible. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management.
The league started in 2011 with the real NFL teams and actual contracts. Over time, each team has become the GM's own as they draft rookies, waive players, sign Free Agents, make trades, etc.
Roster Limits:
Active rosters are limited to 50 players maximum and 35 (active) players minimum (excluding FA's, Practice Squad and Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by midnight the day after the NFL's final cut-down date. This is usually shortly after the final pre-season game and will be posted each pre-season.
Any team over the limit after the roster deadline will have players moved to the practice squad or waived. Every effort will be made to keep the best interests of the franchise in mind. Any team under the minimum will have placeholder "players" added at a salary of $500,000 for the current year. This placeholder will count towards the salary cap for the rest of the year unless waived at the standard 35% cap hit (assuming the team remains above the roster minimum).
After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum will have the player(s) immediately dropped. A 35% cap hit will apply to bring the team back to the roster limit. The TAB will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
Salary Cap:
Each team has a $105,000,000 salary cap. Team salary includes the total of all players under contract (Active Roster, Practice Squad and Injured Reserve), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. Each team MUST maintain accurate salary totals and roster count on their team page. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap.
If any team acquires a player or players causing them to go over the salary cap (via draft, trade or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately dropped with a 35% cap hit to bring the team back under the salary cap.
Roster Checks:
Each owner is responsible for their own team. Rosters must be kept up to date on both Proboards and MFL, it is up to each team whether they keep their transactions, draft history and so forth up to date on their board.
Random roster checks can be performed by TAB at anytime throughout the calendar year. When team transactions occur (Draft, RFA, FA, Trades, Waivers, etc.) GM's will have 1 week to update their rosters during the off-season, and 3 days during the season. Any team that is found not to have their rosters updated at anytime (other than within the specified time period above) will be faced with a penalty.
Roster Penalties:
Penalties for NOT having rosters (both here and MFL) up-to-date are as follows:
1st Time - Warning - Generally GM's will be given 48 hrs to update and correct their roster. However, in cases where a player signed to contract has failed to be added to both rosters in the allotted time period (see Roster Checks above), penalties will be immediately assessed according the the 2nd time below.
2nd Time - Loss of player to FA (if recently signed from Draft, FA, or RFA, but not added to one or both of GM's rosters), or to Waivers if previously claimed, $1m fine (ex; player not added or dropped from roster, incorrect player count and/or salary totals, etc.), ineligibility to bid on the player lost. If the $1m fine causes the team to go over cap – GM will have a choice of which player(s) to drop (standard 35% waiver penalty) to bring the team back within Cap limits.
Free Agency:
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate one Franchise player and one Transition player each season.
Unrestricted Free Agency begins late April and ends each season after the end of the our Fantasy Superbowl in December (any bids already in progress at that time will be allowed to be completed and signed by the winner).
Franchise and Transition Players:
Teams may tag two players with an expiring contract each season. If that player is traded, the team trading the player may not Franchise another player that year. The team receiving the player may still Franchise one player and maintain both Franchised players for that year.

A GM can decide to withdraw its franchise or transition designations on a player (simply reply in the thread "withdrawn". Do not delete the thread). If withdrawn, the player then automatically becomes an unrestricted free agent, either immediately or when his contract expires. After withdrawing the designation however, the club cannot designate another player during the same season.
The same player may be tagged a maximum of 3 seasons in a row.
If a player is tagged 2 years in a row...he must be paid 130% of the current year's franchise tag.
If a player is tagged 3 years in a row...he must be paid 160% of the current year's franchise tag.
Franchise tags are based on the average salary of the 5 highest paid players at their position and will be determined at the end of each season for the following season. A player will be paid either the salary corresponding to their tag, or 110% of their previous salary, whichever is higher. Transition tags are based on the lowest average salary of the 5 highest paid players at their position from either the current season, or the previous season. If the transitional tag is used after one or two franchise tags then the rules above about tag inflation will still apply.
If a player is transition tagged then they cannot be tagged the following year with either the franchise or transition tag, this applies even if the player is traded away. Once a player is transition tagged they will become an unrestricted free agent in the following year.
Owners may bid on players who have been transition tagged, however if they have the winning bid at the end of the bidding period they must compensate the current owner with two 1st round picks, with at least one from the current draft year.
All bids made on transition tagged players must be at least 50% of the current transition tag price, and can rise as high as the bidding team can afford.
The team who owns the player will not be able to bid on their own player during the bidding period, however they can bid on other transition tagged players as long as they have the picks to do so.
If a transition tagged player is not bid upon then they will resign with their current team on a 1 year deal at the transition tag price, this player will become an unrestricted free agent the following season as they cannot be franchise or transition tagged.
Transition Tag Bidding:
Bidding on Transition Tagged Players will occur during the RFA period and bids will be posted in the Transition Tag threads in a similar manner to RFA bids. Transition Tag bids must include the bid amount and a listing of the two 1st Round picks to be forfeited if the bid is won. Bids that do not include all information shall be declared invalid.
The Transition Tag bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. Once an initial bid is made for a player, other teams have 24 hours to raise the bid. After 24 hours of non-bidding, the team with the winning bid (the last valid bid) will obtain the rights to the player. The team that transition tagged the player must accept the two first round picks as compensation for loosing the player. You may not bid on your own player in an attempt to set your contract terms.
Contract Extensions
Each GM may offer an EXTENSION CONTRACT to ONE player each season who has at least ONE YEAR left on their contract. If a player is a UFA then that player may not be resigned, they must have at least ONE year left on their contract. The Extension contract may add up to 3 YEARS on a players current contract and will cost 150% PER YEAR of the players HIGHEST PAID YEAR on their REMAINING contract. The remaining years on a player's contract may not ever exceed a 6 YEARS. If a player is under a $5 MIL Salary during the time of first extension, those additional extension years shall be based on the following schedule:
Contract option A: 150% or 12M for these positions (QB) --- (16M minimum for 2nd extension)
Contract option B: 150% or 7M for these positions (RB & WR) --- (12M minimum for 2nd extension)
Contract option C: 150% or 5M for these positions (TE & LB) --- (10M minimum for 2nd extension)
Contract option D: 150% or 4M for these positions (DE,K,S) --- (8M minimum for 2nd extension)
Contract option E: 150% or 3M for these positions (DT,CB) ---(6M minimum for 2nd extension)
Example:
Mario Williams 6 MIL (2013) 2 MIL (2014) 12 Mil (2015) UFA (2016)
I choose to offer Mario an extension contract that adds 3 more years to his current deal. Mario's highest paid year is 12 Million. 150% of 12 Million is 18 Million. The 18 Million will reflect on his extension years and his new contract will become:

Minimum Salaries:
During 2024 Owners Meetings a flat salary minimum was adopted. Minimum salary for all free agent players is $400,000 regardless of years of service. All existing contracts will be honored.
Players must be signed for at least the following minimum salaries. Years in the league are determined by nfl.com at www.nfl.com/players/search?category=name.
Years in the league (not including current year) - Minimum

For example, if nfl.com shows a player's experience as "rookie" or "1st season", he will qualify for the minimum salary of $230,000. If nfl.com shows "2nd season", his minimum salary will be $305,000, etc. Sometimes nfl.com will make a mistake, for example they might show "2nd season" when a player clearly has career stats for 2 previous seasons. In this case the player will be assumed to have already played 2 years. The TAB will rule on any exceptions.
Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
Contract years add value based on the following: $1M = 1 point
1 Yr = 1X multiplier - 1 Yr @ 5 mil = 5 X 1 = 5 pts
2 Yr = 1.20X multiplier - 2 Yrs @ 5 mil = 5 X 1.20 = 6 pts
3 Yr = 1.40X multiplier - 3 Yrs @ 5 mil = 5 X 1.40 = 7 pts
4 Yr = 1.60X multiplier - 4 Yrs @ 5 mil = 5 X 1.6= 8 pts
More Examples:
1 yr @ 1 mil = 1 x 1 = 1 pt
3 yrs @ 1 mil = 1 X 1.4= 1.4 pts
1 yr @ 1.4 mil = 1.4 X 1 = 1.4 pts
3 yrs @ 1.3 mil = 1.3 X 1.4 = 2.2pts
1 yr @ 1.8 mil = 1.8 X 1 = 1.8 pts
Players may be signed for a maximum of 4 years and your math must be correct for the bid to be valid.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 50 active players, or if the player is practice squad eligible, you must have room on the practice squad and no more than 50 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1,000,000. The player will then be able to be bid on again when caught, with a reduced clock of 24 hours minus the time between the last legal bid and the illegal bid. The last legal bid will become the highest bid and all future bids must be at least 0.1 points higher.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience (players are signed with RFA status if their last year under original contract is their 3rd year or less). Years within the league will be determined by nfl.com at www.nfl.com/players. Free agents that qualify for RFA status may only be signed for the remainder of their three year rookie contract period. For example: Rookie may be signed for 3 years plus RFA. One year player may be signed for 2 years plus RFA. Two year player may be signed for 1 year plus RFA.
During each pre-season, teams may tender offers to their RFAs with expiring contracts or let them become UFAs. Players that have been tendered offers will be available to other teams during the Restricted Free Agency bidding period. The team that owns the RFA player has the Right of First Refuse (ROFR) otherwise known as the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation. RFAs with expired contracts may not be traded during the pre-season until they have been signed to new contracts. Once the RFA bidding period begins, RFA tenders offered to players may not be withdrawn.
A thread must be created for each player with one of the following tender amounts and compensation....
Beginning in 2022, we have adopted a modification to our RFA bidding process, which has increased the tender offers. This modification allows us to keep with custom of teams offering an initial tender for their players; but, will both: 1) establish a minimum contract offer for teams wishing to place a bid on the player; and, 2) eliminate the need for TAB to vote on contract offers from the re-signing team.
Teams with an RFA rights tag will offer an initial tender, based on the tender prices below
$1.00M -- Right of First Refusal
$1.50M -- ROFR + 4th round draft pick
$2.00M -- ROFR + 3rd round draft pick
$3.00M -- ROFR + 2nd round draft pick
$5.00M -- ROFR + 1st round draft pick
*Tender amount will rise to 110% of the previous year's salary, if that is greater.
Once a tender has been offered by the RFA rights team, there will be a 7 day window open to other Dynasty NFL teams to place an offer sheet to that player, with draft pick compensation as part of the offer. Bidding by teams placing an offer sheet will be conducted the same as Vet UFA, with bid increases, however, the initial bid must exceed the below baseline prices for an initial contract offer by the re-signing team according to the years offered.
The clock starts for RFA's once the player is bid on and the winning bid must stand for a 24-hour period. When a winning bid stands for 24-hours, the RFA rights team will have the opportunity to match any offers, exceed any offers, or have the option to let the player walk and receive the draft pick compensation based on the tender levied.
1 year contact offer = tender price + 0%
2 year contract offer = tender price + 15% of tender price
3 year contract offer = tender price + 30% of tender price
4 year contract offer = tender price + 45% of tender price.
If a player remains without a contract offer sheet after the RFA period is over, the owner with the right to the player is allowed to re-sign him. Dynasty NFL will use a baseline price for re-signing players. This will serve two purposes, the first is that it will determine the value of the player, and secondly, serve as a minimal acceptable salary for the initial contract offer by the RFA rights team.
As an example:
Team "A" tenders an RFA player at ROFR ($1M)
If no bid is made for the player, Team "A" can re-sign the player according to the baseline price, which includes the tender price + the percentage for the number of years
$1M + 4 yrs (45%) = $1.45M
OR...
If Team "B" wishes to place a bid on the player, it must exceed the baseline price of which the owner can retain the player, according to the number of years they want to sign the player
$1.2M + 4 yrs (45%) = $1.74M
Additionally, teams owning the RFA rights are no longer bound to matching an offer in order to retain the player. Using the above example for instance, If Team "B" has a winning bid of:
$1.2M + 3 yrs (30%) = $1.56M
The owning team can exceed the terms of that offer with a contract of $1.2M + 4 yrs (45%) = $1.74M or more, and retain the player for 4 yrs.
Based upon the tender, 4-yr contract offers would look as follows:
$1.00M -- Right of First Refusal (1.45m on a 4yr offer)
$1.50M -- ROFR + 4th round draft pick (2.175m on a 4yr offer)
$2.00M -- ROFR + 3rd round draft pick (2.90m on a 4yr offer)
$3.00M -- ROFR + 2nd round draft pick (4.35m on a 4yr offer)
$5.00M -- ROFR + 1st round draft pick (7.25m on a 4yr offer)
Restricted Free Agent Bidding:
The RFA bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. The RFA bidding period will last for 3 weeks. Once an initial bid is made for a player, other teams have 24 hours to raise the bid. After 24 hours of non-bidding, the team with the winning bid (the last valid bid) may obtain the rights to the player unless the tendering GM matches the winning bid. The tendering GM has 48 hours to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
If a team makes a restricted free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1,000,000. The player will then be able to be bid on again when caught, with a reduced clock of 24 hours minus the time between the last legal bid and the illegal bid. The last legal bid will become the highest bid and all future bids must be at least 0.1 points higher.
Re-Signing Restricted Free Agents Not Bid On:
Once the RFA Bidding period closes, GMs have two weeks to re-sign their RFAs that have not been bid on. They may be re-signed to a contract for a term of up to four years. The new contract must represent a salary increase from the tender given, and the contract must be reasonable for the quality of the player as compared to the average market value of similar players.
For example, if 2 quarterbacks were signed in the previous free agency period - one for $4 million and one for $6 million, then this represents the baseline market value for free agent quarterbacks. Determine the talent level of your player in comparison to the baseline market value, and submit a contract offer in the player's RFA thread for TAB approval (3 votes to approve).
If you are denied the first time, you may submit a 2nd offer. If denied twice, or if no attempt is made to re-sign the player after 2 weeks, then the player will play out the tender offer for one year and enter the market as an unrestricted free agent the following season. .
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, when a player is waived the player's salary is immediately removed from the teams total salary. Fellow GM's will have 48 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 35% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years. Retired players who retire will receive a 25% cap hit for the reminder of their contracts.
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 48 hours. After 48 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Priorities are reset each off-season in reverse order of finish (same as draft order). You have exactly 10 minutes to remove a claim on a player.
Conditional Waivers:
If you are at the roster limit, you may conditionally waive a player in order to place a bid on a free agent (or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or having a trade approved). Teams may claim this player like any other waived player, but you may reclaim the player if you are outbid (or the trade is vetoed). You have 24 hours to reclaim your player only if you are outbid (or your trade is vetoed). The team will take a 10% penalty of the salary for 1 year if the player is reclaimed.
Unclaimed Waivers:
If a player is waived and not claimed within 48 hours there will be a 35% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The only difference is that the owner who released that player CANNOT bid for the rest of the season. If the player is later released by his new owner, then the original owner can bid.
Contract Buyouts:
An owner can choose to pay off all of the waiver penalty in one year if they choose to. This can only be done during the offseason however and must be posted no later than the final roster cut down date. This can be posted in the waivers board with 'BUYOUT' in the title.
For Example a 3 year, $1,000,000 contract at 35% cap penalty would carry a waiver hit of $350,000 for 3 years. However if the owner decides to use a contract buyout then they would receive a cap hit of $1,050,000 for 1 year and pay nothing for the following 2.
Free Drop for New Owners:
A new owner to the league will be allowed to drop one player from their roster without paying the associated waiver penalty. The owner will be allowed to bid upon this player in Free Agency. An owner has 3 days to make their free drop, and it must be posted in the waivers board with 'FREE DROP' in the title.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
Trades:
Each agreed upon trade must be posted in the "Trades" forum. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future. RFAs with expiring contracts may not be traded until they have been signed to new contracts.
Trades must include the name, position and contract terms of each player involved, and the specific draft picks, along with any other conditions. The trade must be both posted and accepted on the forum and on MFL before the trade will be approved. Teams not involved in the trade or not on the TAB should post their comments in a new Thread under trade discussion.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the TAB. A trade needs the approval from 3 TAB members to pass, or 3 vetos to deny a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void.
Players cannot be traded once they have started their weekly game until the final game of the week has been played. Trades must be approved before K/O for the players involved to start in that week.
Trading of all players/picks between teams will end for the season at the conclusion of Week 10 games (trades must be posted before kick-off at the start of the week 10 games to be accepted), and will recommence 1 week after the real NFL SB.
Once Week 10 has kicked off (K/O time of the first game played that week), trading of all players/picks between teams will cease for the season. Any trade a team wishes to make must be fully posted and accepted before this time. Trading will recommence 1 week after the real NFL SB.
NFL Rookie Draft:
We conduct a 4 round Rookie Draft every pre-season in early June. This draft is for NFL Rookies that were eligible for the most recent NFL draft and include players eligible for the Supplemental Draft. Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted.
Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).

Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped. The time to make a selection or trade the draft pick will be 24 hours in round 1, 12 hours in rounds 2 and 3, and 8 hours in rounds 4 and any compensatory rounds. You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.
All NFL rookies not drafted during our rookie draft become Free Agents at the conclusion of our draft.
Draft Compensatory Picks
In addition to the 4 rounds, there may be 2 - 3 smaller rounds of "compensatory" picks. These picks will be assigned by the TAB. These rounds will follow the same draft order as the regular draft. Comp picks may not be traded until they are assigned.
Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick anytime and will not affect the current clock. A team will not be skipped more than two selections during the first 3 rounds. The draft will be paused and the TAB will make the pick based on that team's needs. This ensures no franchise gets "truly hurt" by an owner that may become inactive. After the 3rd round, the TAB will no longer make selections for skipped picks. Teams may still pick anytime up until 12 hours after the final pick of the draft. At that time all skipped picks will be forfeited.
A team may post they want to skip their pick and then pick later in the draft (at any point) at which point their player is given the salary relating to the pick when the pick is made, If a pick is skipped in the 1st round and picked in the 2nd round the player does not receive RFA status.
Example:
A team has the #10 pick in the draft and does not make a selection in 24 hours, they go into a "pick anytime" mode. If they have not made their selection by the time team #12 picks, then the draft will be paused (Pick #13 would be put on hold). The TAB would make the #10 pick, and then the draft will be resumed with Pick #13 on the clock.
Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2009 you were able to trade 2009, and 2010 draft picks throughout the 2009 playing year up until the trade deadline.
When the pick on the clock is traded during the draft, there is an exception to the time limit. If a trade is approved by both parties involving a pick currently on the clock, that team will not be skipped until a final verdict is reached on approving or rejecting the trade. The recipient of the pick is then awarded the amount of time remaining on the clock, as well as the time it took for the trade to be approved up to a maximum of four hours. Trading of skipped picks do not receive this special time treatment.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.

Contract Length of Drafted Rookies:
1st round draft picks are all signed for 5 Years with no RFA status. All other draft picks are signed for 3 Years and have RFA status at the end of their contracts.
Practice Squad:
The practice squad will consist of up to 5 players that have no more than 16 games of NFL playing experience. They will not count towards the 50 player active roster limit, but will count towards the salary cap. Once a practice squad player plays his 17th career game, he must be moved to the active roster or be waived. If the active roster is already at 50 players, the team must have room on the active roster or the player will be waived at a 35% cap hit.
Each pre-season, players that have not been on an active roster during the previous regular season may be waived with no penalty. For practical purposes, pre-season/off-season is defined as the season beginning at the conclusion of the Dynasty NFL GM season, and ending at the start of the following season's regular season games.
Practice Squad players must be added to MFL as Minor League players/Taxi Squad. To add a Practice Squad player to MFL, select "Taxi Squad" on the left hand side menu when an eligible player is claimed.
We use NFL.COM to determine the number of games a player has played ("Career Stats" under "G" for Games).
Injured Reserve:
If a player is placed on Injured reserve (IR) in the NFL, he may be placed on IR in this league and not count towards the 50 player active roster limit. There is no limit to the number of IR players a team can have, but they all still count towards the salary cap.
Injured Reserve may also include players on NFL PUP (Physically Unable to Perform), or Suspended List. Players on Injured Reserve must be moved back to the active roster each off-season. Beginning with the 2021 season, Dynasty NFL will adopt the NFL policy concerning Injured Reserve players. Any player placed on Injured Reserve in Dynasty NFL can be reinstated to the active roster after a minimum of 3 games on Injured Reserve. We will use MFL to track players eligibility to return from Injured Reserve, but if you place a player on IR he must remain on IR for a minimum of 3 games.

Playoffs:
We use the same system of seeding and scheduling as the NFL (with exception to Common Games, which have no minimum to apply). Each conference will have 4 division winners seeded 1 though 4, and 3 wild card teams seeded 5,6 and 7. Only the top seed from each conference will get a first round bye. In Round 1 each conference #2 seed hosts the #7 seed, #3 seed hosts the #6 seed, and the #4 seed hosts the #5 seed. In Round 2 each conferences #1 seed hosts the lowest remaining seed after round 1, #2 seed hosts the higher remaining seed. Playoffs start week 13 with the 2 Conference Champions meeting in the Super Bowl on Week 16.

Each off-season GMs must perform the following activities in preparation for the upcoming season. If these are not done by May 1st, the GM may be replaced. This gives GMs four months to...
Select two Players to tag (optional) from your expiring contracts and post him in the Free Agency Sub-board "Franchise Players". Put his new contract amount and the word "Franchise" or "Transitional" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
Post your remaining expiring contracts in the Free Agency Sub-board "Unrestricted Free Agents". These players must be removed from your roster here and on MFL.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer, post him in the "RFA Eligible (Non Tenders Only)" thread and remove him from your roster here and on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 50 players until then.
If you have a Practice Squad player who was never on your active roster and you would like to release him without a cap penalty, post him in "Waivers" as "released from Practice Squad".
If you have any Practice Squad players that have played over 16 games, they must be removed from your Practice Squad.
Update your team's "Salary Cap Hits" with your team's "Salary Cap Hits" (under the Waivers board). Cap hits that no longer apply will have been removed.

Each team has a sub-forum, and at a minimum, one team roster thread. This is where GMs must post and maintain their team's roster (including active roster, practice squad, and injured reserve). They must also include the team's player count and their total salary (Active Roster + Practice Squad + Injured Reserve + Unclaimed Waiver Cap Hits). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish.
Please activate your account and set your ProBoards display name so that other GMs know who you are when you post or send messages.... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading never stops so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner (Bills GM) and Co-Commissioners (Bengals GM & Patriots GM) will make the final ruling and the Rules will be updated to reflect it.
This shouldn't have to be said, but GMs may own one and only one team, If a member is caught with multiple teams, they will be banned from the league unless they have a reason the Commissioner knows about (Unlikely).

Welcome to Dynasty NFL GM. We're a 32 team contract/salary cap league which attempts to create a fantasy experience as close to the real NFL as possible. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management.
The league started in 2011 with the real NFL teams and actual contracts. Over time, each team has become the GM's own as they draft rookies, waive players, sign Free Agents, make trades, etc.
Roster Limits:
Active rosters are limited to 50 players maximum and 35 (active) players minimum (excluding FA's, Practice Squad and Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by midnight the day after the NFL's final cut-down date. This is usually shortly after the final pre-season game and will be posted each pre-season.
Any team over the limit after the roster deadline will have players moved to the practice squad or waived. Every effort will be made to keep the best interests of the franchise in mind. Any team under the minimum will have placeholder "players" added at a salary of $500,000 for the current year. This placeholder will count towards the salary cap for the rest of the year unless waived at the standard 35% cap hit (assuming the team remains above the roster minimum).
After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum will have the player(s) immediately dropped. A 35% cap hit will apply to bring the team back to the roster limit. The TAB will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
Salary Cap:
Each team has a $105,000,000 salary cap. Team salary includes the total of all players under contract (Active Roster, Practice Squad and Injured Reserve), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. Each team MUST maintain accurate salary totals and roster count on their team page. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap.
If any team acquires a player or players causing them to go over the salary cap (via draft, trade or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately dropped with a 35% cap hit to bring the team back under the salary cap.
Roster Checks:
Each owner is responsible for their own team. Rosters must be kept up to date on both Proboards and MFL, it is up to each team whether they keep their transactions, draft history and so forth up to date on their board.
Random roster checks can be performed by TAB at anytime throughout the calendar year. When team transactions occur (Draft, RFA, FA, Trades, Waivers, etc.) GM's will have 1 week to update their rosters during the off-season, and 3 days during the season. Any team that is found not to have their rosters updated at anytime (other than within the specified time period above) will be faced with a penalty.
Roster Penalties:
Penalties for NOT having rosters (both here and MFL) up-to-date are as follows:
1st Time - Warning - Generally GM's will be given 48 hrs to update and correct their roster. However, in cases where a player signed to contract has failed to be added to both rosters in the allotted time period (see Roster Checks above), penalties will be immediately assessed according the the 2nd time below.
2nd Time - Loss of player to FA (if recently signed from Draft, FA, or RFA, but not added to one or both of GM's rosters), or to Waivers if previously claimed, $1m fine (ex; player not added or dropped from roster, incorrect player count and/or salary totals, etc.), ineligibility to bid on the player lost. If the $1m fine causes the team to go over cap – GM will have a choice of which player(s) to drop (standard 35% waiver penalty) to bring the team back within Cap limits.
Free Agency:
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate one Franchise player and one Transition player each season.
Unrestricted Free Agency begins late April and ends each season after the end of the our Fantasy Superbowl in December (any bids already in progress at that time will be allowed to be completed and signed by the winner).
Franchise and Transition Players:
Teams may tag two players with an expiring contract each season. If that player is traded, the team trading the player may not Franchise another player that year. The team receiving the player may still Franchise one player and maintain both Franchised players for that year.

A GM can decide to withdraw its franchise or transition designations on a player (simply reply in the thread "withdrawn". Do not delete the thread). If withdrawn, the player then automatically becomes an unrestricted free agent, either immediately or when his contract expires. After withdrawing the designation however, the club cannot designate another player during the same season.
The same player may be tagged a maximum of 3 seasons in a row.
If a player is tagged 2 years in a row...he must be paid 130% of the current year's franchise tag.
If a player is tagged 3 years in a row...he must be paid 160% of the current year's franchise tag.
Franchise tags are based on the average salary of the 5 highest paid players at their position and will be determined at the end of each season for the following season. A player will be paid either the salary corresponding to their tag, or 110% of their previous salary, whichever is higher. Transition tags are based on the lowest average salary of the 5 highest paid players at their position from either the current season, or the previous season. If the transitional tag is used after one or two franchise tags then the rules above about tag inflation will still apply.
If a player is transition tagged then they cannot be tagged the following year with either the franchise or transition tag, this applies even if the player is traded away. Once a player is transition tagged they will become an unrestricted free agent in the following year.
Owners may bid on players who have been transition tagged, however if they have the winning bid at the end of the bidding period they must compensate the current owner with two 1st round picks, with at least one from the current draft year.
All bids made on transition tagged players must be at least 50% of the current transition tag price, and can rise as high as the bidding team can afford.
The team who owns the player will not be able to bid on their own player during the bidding period, however they can bid on other transition tagged players as long as they have the picks to do so.
If a transition tagged player is not bid upon then they will resign with their current team on a 1 year deal at the transition tag price, this player will become an unrestricted free agent the following season as they cannot be franchise or transition tagged.
Transition Tag Bidding:
Bidding on Transition Tagged Players will occur during the RFA period and bids will be posted in the Transition Tag threads in a similar manner to RFA bids. Transition Tag bids must include the bid amount and a listing of the two 1st Round picks to be forfeited if the bid is won. Bids that do not include all information shall be declared invalid.
The Transition Tag bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. Once an initial bid is made for a player, other teams have 24 hours to raise the bid. After 24 hours of non-bidding, the team with the winning bid (the last valid bid) will obtain the rights to the player. The team that transition tagged the player must accept the two first round picks as compensation for loosing the player. You may not bid on your own player in an attempt to set your contract terms.
Contract Extensions
Each GM may offer an EXTENSION CONTRACT to ONE player each season who has at least ONE YEAR left on their contract. If a player is a UFA then that player may not be resigned, they must have at least ONE year left on their contract. The Extension contract may add up to 3 YEARS on a players current contract and will cost 150% PER YEAR of the players HIGHEST PAID YEAR on their REMAINING contract. The remaining years on a player's contract may not ever exceed a 6 YEARS. If a player is under a $5 MIL Salary during the time of first extension, those additional extension years shall be based on the following schedule:
Contract option A: 150% or 12M for these positions (QB) --- (16M minimum for 2nd extension)
Contract option B: 150% or 7M for these positions (RB & WR) --- (12M minimum for 2nd extension)
Contract option C: 150% or 5M for these positions (TE & LB) --- (10M minimum for 2nd extension)
Contract option D: 150% or 4M for these positions (DE,K,S) --- (8M minimum for 2nd extension)
Contract option E: 150% or 3M for these positions (DT,CB) ---(6M minimum for 2nd extension)
Example:
Mario Williams 6 MIL (2013) 2 MIL (2014) 12 Mil (2015) UFA (2016)
I choose to offer Mario an extension contract that adds 3 more years to his current deal. Mario's highest paid year is 12 Million. 150% of 12 Million is 18 Million. The 18 Million will reflect on his extension years and his new contract will become:

Minimum Salaries:
During 2024 Owners Meetings a flat salary minimum was adopted. Minimum salary for all free agent players is $400,000 regardless of years of service. All existing contracts will be honored.
Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
Contract years add value based on the following: $1M = 1 point
1 Yr = 1X multiplier - 1 Yr @ 5 mil = 5 X 1 = 5 pts
2 Yr = 1.20X multiplier - 2 Yrs @ 5 mil = 5 X 1.20 = 6 pts
3 Yr = 1.40X multiplier - 3 Yrs @ 5 mil = 5 X 1.40 = 7 pts
4 Yr = 1.60X multiplier - 4 Yrs @ 5 mil = 5 X 1.6= 8 pts
More Examples:
1 yr @ 1 mil = 1 x 1 = 1 pt
3 yrs @ 1 mil = 1 X 1.4= 1.4 pts
1 yr @ 1.4 mil = 1.4 X 1 = 1.4 pts
3 yrs @ 1.3 mil = 1.3 X 1.4 = 2.2pts

Players may be signed for a maximum of 4 years and your math must be correct for the bid to be valid.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 50 active players, or if the player is practice squad eligible, you must have room on the practice squad and no more than 50 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1,000,000. The player will then be able to be bid on again when caught, with a reduced clock of 24 hours minus the time between the last legal bid and the illegal bid. The last legal bid will become the highest bid and all future bids must be at least 0.1 points higher.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience (players are signed with RFA status if their last year under original contract is their 3rd year or less). Years within the league will be determined by nfl.com at www.nfl.com/players. Free agents that qualify for RFA status may only be signed for the remainder of their three year rookie contract period. For example: Rookie may be signed for 3 years plus RFA. One year player may be signed for 2 years plus RFA. Two year player may be signed for 1 year plus RFA.
During each pre-season, teams may tender offers to their RFAs with expiring contracts or let them become UFAs. Players that have been tendered offers will be available to other teams during the Restricted Free Agency bidding period. The team that owns the RFA player has the Right of First Refuse (ROFR) otherwise known as the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation. RFAs with expired contracts may not be traded during the pre-season until they have been signed to new contracts. Once the RFA bidding period begins, RFA tenders offered to players may not be withdrawn.
A thread must be created for each player with one of the following tender amounts and compensation....
Beginning in 2022, we have adopted a modification to our RFA bidding process, which has increased the tender offers. This modification allows us to keep with custom of teams offering an initial tender for their players; but, will both: 1) establish a minimum contract offer for teams wishing to place a bid on the player; and, 2) eliminate the need for TAB to vote on contract offers from the re-signing team.
Teams with an RFA rights tag will offer an initial tender, based on the tender prices below
$1.00M -- Right of First Refusal
$1.50M -- ROFR + 4th round draft pick
$2.00M -- ROFR + 3rd round draft pick
$3.00M -- ROFR + 2nd round draft pick
$5.00M -- ROFR + 1st round draft pick
*Tender amount will rise to 110% of the previous year's salary, if that is greater.
Once a tender has been offered by the RFA rights team, there will be a 7 day window open to other Dynasty NFL teams to place an offer sheet to that player, with draft pick compensation as part of the offer. Bidding by teams placing an offer sheet will be conducted the same as Vet UFA, with bid increases, however, the initial bid must exceed the below baseline prices for an initial contract offer by the re-signing team according to the years offered.
The clock starts for RFA's once the player is bid on and the winning bid must stand for a 24-hour period. When a winning bid stands for 24-hours, the RFA rights team will have the opportunity to match any offers, exceed any offers, or have the option to let the player walk and receive the draft pick compensation based on the tender levied.
1 year contact offer = tender price + 0%
2 year contract offer = tender price + 15% of tender price
3 year contract offer = tender price + 30% of tender price
4 year contract offer = tender price + 45% of tender price.
If a player remains without a contract offer sheet after the RFA period is over, the owner with the right to the player is allowed to re-sign him. Dynasty NFL will use a baseline price for re-signing players. This will serve two purposes, the first is that it will determine the value of the player, and secondly, serve as a minimal acceptable salary for the initial contract offer by the RFA rights team.
As an example:
Team "A" tenders an RFA player at ROFR ($1M)
If no bid is made for the player, Team "A" can re-sign the player according to the baseline price, which includes the tender price + the percentage for the number of years
$1M + 4 yrs (45%) = $1.45M
OR...
If Team "B" wishes to place a bid on the player, it must exceed the baseline price of which the owner can retain the player, according to the number of years they want to sign the player
$1.2M + 4 yrs (45%) = $1.74M
Additionally, teams owning the RFA rights are no longer bound to matching an offer in order to retain the player. Using the above example for instance, If Team "B" has a winning bid of:
$1.2M + 3 yrs (30%) = $1.56M
The owning team can exceed the terms of that offer with a contract of $1.2M + 4 yrs (45%) = $1.74M or more, and retain the player for 4 yrs.
Based upon the tender, 4-yr contract offers would look as follows:
$1.00M -- Right of First Refusal (1.45m on a 4yr offer)
$1.50M -- ROFR + 4th round draft pick (2.175m on a 4yr offer)
$2.00M -- ROFR + 3rd round draft pick (2.90m on a 4yr offer)
$3.00M -- ROFR + 2nd round draft pick (4.35m on a 4yr offer)
$5.00M -- ROFR + 1st round draft pick (7.25m on a 4yr offer)
Restricted Free Agent Bidding:
The RFA bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. The RFA bidding period will last for 3 weeks. Once an initial bid is made for a player, other teams have 24 hours to raise the bid. After 24 hours of non-bidding, the team with the winning bid (the last valid bid) may obtain the rights to the player unless the tendering GM matches the winning bid. The tendering GM has 48 hours to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
If a team makes a restricted free agent bid which would put them over the roster or cap limit, or deletes a bid once posted, a Cap Penalty will be issued of $1,000,000. The player will then be able to be bid on again when caught, with a reduced clock of 24 hours minus the time between the last legal bid and the illegal bid. The last legal bid will become the highest bid and all future bids must be at least 0.1 points higher.
Re-Signing Restricted Free Agents Not Bid On:
Once the RFA Bidding period closes, GMs have two weeks to re-sign their RFAs that have not been bid on. They may be re-signed to a contract for a term of up to four years. The new contract must represent a salary increase from the tender given, and the contract must be reasonable for the quality of the player as compared to the average market value of similar players.
For example, if 2 quarterbacks were signed in the previous free agency period - one for $4 million and one for $6 million, then this represents the baseline market value for free agent quarterbacks. Determine the talent level of your player in comparison to the baseline market value, and submit a contract offer in the player's RFA thread for TAB approval (3 votes to approve).
If you are denied the first time, you may submit a 2nd offer. If denied twice, or if no attempt is made to re-sign the player after 2 weeks, then the player will play out the tender offer for one year and enter the market as an unrestricted free agent the following season. .
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, when a player is waived the player's salary is immediately removed from the teams total salary. Fellow GM's will have 48 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 35% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years. Retired players who retire will receive a 25% cap hit for the reminder of their contracts.
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 48 hours. After 48 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Priorities are reset each off-season in reverse order of finish (same as draft order). You have exactly 10 minutes to remove a claim on a player.
Conditional Waivers:
If you are at the roster limit, you may conditionally waive a player in order to place a bid on a free agent (or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or having a trade approved). Teams may claim this player like any other waived player, but you may reclaim the player if you are outbid (or the trade is vetoed). You have 24 hours to reclaim your player only if you are outbid (or your trade is vetoed). The team will take a 10% penalty of the salary for 1 year if the player is reclaimed.
Unclaimed Waivers:
If a player is waived and not claimed within 48 hours there will be a 35% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The only difference is that the owner who released that player CANNOT bid for the rest of the season. If the player is later released by his new owner, then the original owner can bid.
Contract Buyouts:
An owner can choose to pay off all of the waiver penalty in one year if they choose to. This can only be done during the offseason however and must be posted no later than the final roster cut down date. This can be posted in the waivers board with 'BUYOUT' in the title.
For Example a 3 year, $1,000,000 contract at 35% cap penalty would carry a waiver hit of $350,000 for 3 years. However if the owner decides to use a contract buyout then they would receive a cap hit of $1,050,000 for 1 year and pay nothing for the following 2.
Free Drop for New Owners:
A new owner to the league will be allowed to drop one player from their roster without paying the associated waiver penalty. The owner will be allowed to bid upon this player in Free Agency. An owner has 3 days to make their free drop, and it must be posted in the waivers board with 'FREE DROP' in the title.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
Trades:
Each agreed upon trade must be posted in the "Trades" forum. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future. RFAs with expiring contracts may not be traded until they have been signed to new contracts.
Trades must include the name, position and contract terms of each player involved, and the specific draft picks, along with any other conditions. The trade must be both posted and accepted on the forum and on MFL before the trade will be approved. Teams not involved in the trade or not on the TAB should post their comments in a new Thread under trade discussion.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the TAB. A trade needs the approval from 3 TAB members to pass, or 3 vetos to deny a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void.
Players cannot be traded once they have started their weekly game until the final game of the week has been played. Trades must be approved before K/O for the players involved to start in that week.
Trading of all players/picks between teams will end for the season at the conclusion of Week 10 games (trades must be posted before kick-off at the start of the week 10 games to be accepted), and will recommence 1 week after the real NFL SB.
Once Week 10 has kicked off (K/O time of the first game played that week), trading of all players/picks between teams will cease for the season. Any trade a team wishes to make must be fully posted and accepted before this time. Trading will recommence 1 week after the real NFL SB.
NFL Rookie Draft:
We conduct a 4 round Rookie Draft every pre-season in early June. This draft is for NFL Rookies that were eligible for the most recent NFL draft and include players eligible for the Supplemental Draft. Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted.
Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).

Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped. The time to make a selection or trade the draft pick will be 24 hours in round 1, 12 hours in rounds 2 and 3, and 8 hours in rounds 4 and any compensatory rounds. You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.
All NFL rookies not drafted during our rookie draft become Free Agents at the conclusion of our draft.
Draft Compensatory Picks
In addition to the 4 rounds, there may be 2 - 3 smaller rounds of "compensatory" picks. These picks will be assigned by the TAB. These rounds will follow the same draft order as the regular draft. Comp picks may not be traded until they are assigned.
Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick anytime and will not affect the current clock. A team will not be skipped more than two selections during the first 3 rounds. The draft will be paused and the TAB will make the pick based on that team's needs. This ensures no franchise gets "truly hurt" by an owner that may become inactive. After the 3rd round, the TAB will no longer make selections for skipped picks. Teams may still pick anytime up until 12 hours after the final pick of the draft. At that time all skipped picks will be forfeited.
A team may post they want to skip their pick and then pick later in the draft (at any point) at which point their player is given the salary relating to the pick when the pick is made, If a pick is skipped in the 1st round and picked in the 2nd round the player does not receive RFA status.
Example:
A team has the #10 pick in the draft and does not make a selection in 24 hours, they go into a "pick anytime" mode. If they have not made their selection by the time team #12 picks, then the draft will be paused (Pick #13 would be put on hold). The TAB would make the #10 pick, and then the draft will be resumed with Pick #13 on the clock.
Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2009 you were able to trade 2009, and 2010 draft picks throughout the 2009 playing year up until the trade deadline.
When the pick on the clock is traded during the draft, there is an exception to the time limit. If a trade is approved by both parties involving a pick currently on the clock, that team will not be skipped until a final verdict is reached on approving or rejecting the trade. The recipient of the pick is then awarded the amount of time remaining on the clock, as well as the time it took for the trade to be approved up to a maximum of four hours. Trading of skipped picks do not receive this special time treatment.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.

Contract Length of Drafted Rookies:
1st round draft picks are all signed for 5 Years with no RFA status. All other draft picks are signed for 3 Years and have RFA status at the end of their contracts.
Practice Squad:
The practice squad will consist of up to 5 players that have no more than 16 games of NFL playing experience. They will not count towards the 50 player active roster limit, but will count towards the salary cap. Once a practice squad player plays his 17th career game, he must be moved to the active roster or be waived. If the active roster is already at 50 players, the team must have room on the active roster or the player will be waived at a 35% cap hit.
Each pre-season, players that have not been on an active roster during the previous regular season may be waived with no penalty. For practical purposes, pre-season/off-season is defined as the season beginning at the conclusion of the Dynasty NFL GM season, and ending at the start of the following season's regular season games.
Practice Squad players must be added to MFL as Minor League players/Taxi Squad. To add a Practice Squad player to MFL, select "Taxi Squad" on the left hand side menu when an eligible player is claimed.
We use NFL.COM to determine the number of games a player has played ("Career Stats" under "G" for Games).
Injured Reserve:
If a player is placed on Injured reserve (IR) in the NFL, he may be placed on IR in this league and not count towards the 50 player active roster limit. There is no limit to the number of IR players a team can have, but they all still count towards the salary cap.
Injured Reserve may also include players on NFL PUP (Physically Unable to Perform), or Suspended List. Players on Injured Reserve must be moved back to the active roster each off-season. Beginning with the 2021 season, Dynasty NFL will adopt the NFL policy concerning Injured Reserve players. Any player placed on Injured Reserve in Dynasty NFL can be reinstated to the active roster after a minimum of 3 games on Injured Reserve. We will use MFL to track players eligibility to return from Injured Reserve, but if you place a player on IR he must remain on IR for a minimum of 3 games.

Playoffs:
We use the same system of seeding and scheduling as the NFL (with exception to Common Games, which have no minimum to apply). Each conference will have 4 division winners seeded 1 though 4, and 3 wild card teams seeded 5,6 and 7. Only the top seed from each conference will get a first round bye. In Round 1 each conference #2 seed hosts the #7 seed, #3 seed hosts the #6 seed, and the #4 seed hosts the #5 seed. In Round 2 each conferences #1 seed hosts the lowest remaining seed after round 1, #2 seed hosts the higher remaining seed. Playoffs start week 13 with the 2 Conference Champions meeting in the Super Bowl on Week 16.

Off-Season Activities:
Each off-season GMs must perform the following activities in preparation for the upcoming season. If these are not done by May 1st, the GM may be replaced. This gives GMs four months to...
Select two Players to tag (optional) from your expiring contracts and post him in the Free Agency Sub-board "Franchise Players". Put his new contract amount and the word "Franchise" or "Transitional" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
Post your remaining expiring contracts in the Free Agency Sub-board "Unrestricted Free Agents". These players must be removed from your roster here and on MFL.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer, post him in the "RFA Eligible (Non Tenders Only)" thread and remove him from your roster here and on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 50 players until then.
If you have a Practice Squad player who was never on your active roster and you would like to release him without a cap penalty, post him in "Waivers" as "released from Practice Squad".
If you have any Practice Squad players that have played over 16 games, they must be removed from your Practice Squad.
Update your team's "Salary Cap Hits" with your team's "Salary Cap Hits" (under the Waivers board). Cap hits that no longer apply will have been removed.
Update your Roster totals and Salary amounts.
Update your roster on MFL to match your roster here.

Each team has a sub-forum, and at a minimum, one team roster thread. This is where GMs must post and maintain their team's roster (including active roster, practice squad, and injured reserve). They must also include the team's player count and their total salary (Active Roster + Practice Squad + Injured Reserve + Unclaimed Waiver Cap Hits). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish.
Please activate your account and set your ProBoards display name so that other GMs know who you are when you post or send messages.... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading never stops so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner (Bills GM) and Co-Commissioners (Bengals GM & Patriots GM) will make the final ruling and the Rules will be updated to reflect it.
This shouldn't have to be said, but GMs may own one and only one team, If a member is caught with multiple teams, they will be banned from the league unless they have a reason the Commissioner knows about (Unlikely).
