2019 RFA BIDDING SCHEDULE

Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience (players are signed with RFA status if their last year under original contract is their 3rd year or less). Years within the league will be determined by nfl.com at www.nfl.com/players.
During each pre-season, teams may tender offers to their RFAs with expiring contracts or let them become UFAs. Players that have been tendered offers will be available to other teams during the Restricted Free Agency bidding period. The team that owns the RFA player has the Right of First Refuse (ROFR) otherwise known as the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation. RFAs with expired contracts may not be traded during the pre-season until they have been signed to new contracts.
A thread must be created for each player with one of the following tender amounts and compensation....
Beginning with the 2019 season, the prices of the tender offers for RFAs to reflect the following compensation levels.
Level #1 - Right of First Refusal - $1,000,000 Tender Offer
Level #2 - Right of First Refusal + Original Round Drafted (Minimum 3rd Round) - $2,000,000 Tender Offer
Level #3 - Right of First Refusal + 2nd Round Draft Pick - $2,500,000 Tender Offer
Level #4 - Right of First Refusal + 1st Round Draft Pick - $3,500,000 Tender Offer
In the Level #2 Tender, if a player was drafted in the 3rd Round or after, a third round draft pick will be required as compensation. Tender amount will rise to 110% of the previous year's salary, if that is greater.
Restricted Free Agent Bidding:
The RFA bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. The RFA bidding period will last for 2 weeks. Once an initial bid is made for a player, other teams have 24 hours to raise the bid. After 24 hours of non-bidding, the team with the winning bid (the last valid bid) may obtain the rights to the player unless the tendering GM matches the winning bid. The tendering GM has 48 hours to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
Re-Signing Restricted Free Agents Not Bid On:
Once the RFA Bidding period closes, GMs have two weeks to re-sign their RFAs that have not been bid on. They may be re-signed to a contract for a term of up to four years. The new contract must represent a salary increase from the tender given, and the contract must be reasonable for the quality of the player as compared to the average market value of similar players.
For example, if 2 quarterbacks were signed in the previous free agency period - one for $4 million and one for $6 million, then this represents the baseline market value for free agent quarterbacks. Determine the talent level of your player in comparison to the baseline market value, and submit a contract offer in the player's RFA thread for TAB approval (3 votes to approve).
If you are denied the first time, you may submit a 2nd offer. If denied twice, or if no attempt is made to re-sign the player after 2 weeks, then the player will play out the tender offer for one year and enter the market as an unrestricted free agent the following season. .
