I do think we need to revamp the RFA system significantly. No proposal apart from the system in Legacy right now but will have a think about it.

Here is the Legacy RFA System:
Restricted Free Agency
Teams with an RFA rights tag will offer an initial contract tender, based on the tender prices below. Legacy NFL will use a baseline price for salary when it comes to determining the tender value of any player, this will serve two purposes, the first is that it will be a draft pick compensation based tender, and it will also serve as the initial contract offer by the RFA rights team.
The baseline prices for an initial tender and contract offer will work based on as follows:
1 year contact offer = tender price + 0% 2 year contract offer = tender price + 15% of tender price 3 year contract offer = tender price + 30% of tender price 4 year contract offer = tender price + 45% of tender price.
Once a contract tender and a baseline salary has been offered by the RFA rights team, there will be a 7 day window open to other Legacy NFL teams to place an offer sheet to that player, with draft pick compensation as part of the offer. When a winning bid stand for 24 hours, the RFA rights team will have the opportunity to match any offers, or have the option to let the player walk and receive the draft pick compensation based on the tender levied.
The RFA Tender Prices are as follows:
$600k -- 5th round draft pick
1M --- 4th round draft pick
$1.50 -- 3rd round draft pick
$2.50 -- 2nd round draft pick.
$5M -- 1st round draft pick.
$6.50M -- 1st and 2nd round draft picks.
Tender amount will rise to 110% of the previous year's salary, if that is greater.
If player remains without a contract offer sheet after the RFA period is over, the owner with the right to the player is allowed to resign him at the contract tender price value plus the baseline percentage. If a team chooses not to match the bid contract, then they will be compensated with the tender draft picks.
Bidding by teams placing an offer sheet will be conducted the same as a Vet UFA, with bid increases, Bids must stand for a 24 hour period, then after the 24 hours the owner has the chance to match that bid and keep the player or let him go and receive draft compensation. The clock starts for RFA's once bid on.
Lastly RFA's can only be bid on by teams who have the tender draft picks available to get rid of if they win that RFA.
Restricted Free Agents are free agents who have been in the league for 3 years or less. Any player signed with RFA status must be in his 3rd year or less on the last year of the contract.
If a player according to NFL.com is a rookie, then a 3 year max contract can be offered with an RFA designation.
If a player according to NFL.com has 1 year of experience, then only a 2 year contract max may be offered with a RFA designation.
If a player according to NFL.com has 2 years of experience, then only a 1 year contract max may be offered with a RFA designation

Change number of rounds in rookie draft - 2022 Rookie Draft to 6 rounds. Both rounds have $.230k minimum salaries. Rounds 5-6 can't be traded. This season and future season every owner would make draft picks. Keep everyone involved.

Legacy NFL will use a baseline price for salary when it comes to determining the tender value of any player, this will serve two purposes, the first is that it will be a draft pick compensation based tender, and it will also serve as the initial contract offer by the RFA rights team. The baseline prices for an initial tender and contract offer will work based on as follows: 1 year contact offer = tender price + 0% 2 year contract offer = tender price + 15% of tender price 3 year contract offer = tender price + 30% of tender price 4 year contract offer = tender price + 45% of tender price. Once a contract tender and a baseline salary has been offered by the RFA rights team... I've proposed a rule change to the Legacy RFA Rule, which I believe we should implement here. It simplifies the process, is more adaptable to our current system, and removes the inconsistent and time consuming voting process of approval for RFA contracts....Basically, RFA Owners are accustomed to just "tendering" the RFA player. This shouldn't change. The offering team should make an offer that exceeds the value of what the Owner can resign the player for. If no offer is made, the player can be resigned based upon the contract length and percentage. I've re-written it as follows: Teams with an RFA rights tag will offer an initial tender, based on the tender prices below. The RFA Tender Prices are as follows: $600k -- 5th round draft pick 1M --- 4th round draft pick $1.50 -- 3rd round draft pick $2.50 -- 2nd round draft pick. $5M -- 1st round draft pick. $6.50M -- 1st and 2nd round draft picks. *Tender amount will rise to 110% of the previous year's salary, if that is greater. Once a tender has been offered by the RFA rights team, there will be a 7 day window open to other Legacy NFL teams to place an offer sheet to that player, with draft pick compensation as part of the offer. Bidding by teams placing an offer sheet will be conducted the same as Vet UFA, with bid increases, however, the initial bid must exceed the below baseline prices for an initial contract offer by the re-signing team according to the years offered. (Example: RFA Team places a 2nd Round tender on Player X. The initial bidding team wishes to place a 3-year bid. Since the RFA Team can re-sign Player X for 3 years at $3.63 Mil ($2.5 M tender + 45% or $1.13 M), the minimum initial bid must exceed $3.63 Mil). The clock starts for RFA's once the player is bid on and the winning bid must stand for a 24-hour period. When a winning bid stands for 24-hours, the RFA rights team will have the opportunity to match any offers, exceed any offers, or have the option to let the player walk and receive the draft pick compensation based on the tender levied. If a player remains without a contract offer sheet after the RFA period is over, the owner with the right to the player is allowed to re-sign him. Legacy NFL will use a baseline price for re-signing players. This will serve two purposes, the first is that it will determine the value of the player, and secondly, serve as a minimal acceptable salary for the initial contract offer by the RFA rights team. The baseline prices for an initial contract offer by the re-signing team will work based on the following: 1 year contact offer = tender price + 0% 2 year contract offer = tender price + 15% of tender price 3 year contract offer = tender price + 30% of tender price 4 year contract offer = tender price + 45% of tender price.

Player retiring rule for 2020 season
Dynasty doesn't have one so I am proposing one.
If a player retires cap hit would be 25% penalty for salary and for remainder of years.

Player retiring rule for 2020 season Dynasty doesn't have one so I am proposing one. If a player retires cap hit would be 25% penalty for salary and for remainder of years. We had one and removed it as it gave an incentive to sign players at the end of their careers to a long term contract and have an out at either no price or a reduced price.

This season and future season every owner would make draft picks. Keep everyone involved. I could see potentially adding a 5th round but 6 rounds is too many for a league with 32 teams. The trade off that we would need to consider is would we prefer to have 5 rounds in a rookie draft and a much thinned out UDFA/UFA or stay with 4 rounds and have 32 more options for UDFA/UFA?

After rookie draft there are tons of players picked up. Having 2 rounds that can't be traded is a good thing. Owners add depth at reduced prices. Teams with cap money are the only ones that can bid on UDFA/UFA after draft. This way ALL owners get 2 players.

I’d prefer to stick to 4 rounds, I think it works great and I like the UDFA pool after 4 rounds

i'm on board with a 5th rd...... in terms of retirement rule....... instead of 25% would say 33% to 40% be a better set of numbers to play with? GMs would think twice about giving out such long term contracts.....
