You can't withdraw at this point. You have to sign to the 1 year tender as a minimum

The League policy on RFA tenders is that they cannot be withdrawn once RFA bidding opens like Franchise Tags and Transition Tags can be withdrawn. It will be clearly spelled out in the rules prior to next year's RFA. Past mistakes in processing will not alter a 10 year league tradition.
You must offer a long term contract or allow the RFA to play out his one year tender at the tendered price.
