I agree with Daniel's assessment in this matter for the following reasons:.
1) In looking at the top 10 salaries at this position, $3.5 Mil represents the median baseline; and,
2) The "comparable" players presented represent contracts beginning in 2017...we have had several cap raises since that time;
3) Finishing in the top 10, on average $3.5 Mil should be the floor to re-signing; and,
4) By the same standards, top 5 has a floor of $3.9 Mil
The bid should therefore be somewhere in-between the two, which would represent the home team discount (as the player would most likely go for a lot more in FA than the current $4.5 Mil ceiling).

This was the most I was going to offer him so if this gets vetoed, Humphrey will play out his tender and become a UFA next season.

Sorry to put input here but we need to have more information on why you offer a contract to a RFA player. We use to do RFA with rankings from this year around player as well as RFA from last year with salaries. For some reason owners aren't doing it this year. You still might get vetoes but TABS don't have the time to look up players points and comparisons.
Look at my RFA bids that I resigned.
T.J. Watt LB PIT Ravens offer T.J. Watt a contract of 4 years x $6.5m = $26m LB salaries all over the place like TE. $6.5m a year seems to be a good spot
Watt in 2019 was ranked 15
4 Schobert $5.9 --- was a RFA last year and signed to $5.9m (was ranked 15th) 7 Jaylon Smith $5.3m 11 Campbell $5m --- just signed in RFA 13 David $11m 15 T.J. WATT 16 Davis $8m 18 Walker $3m --- just signed in RFA

Will keep that in mind for future RFA's postings as this is the first one I have done.
Top 1 & 3 CBS are making 2.7M. Historically, CB has the most fluctuation year in year out and I think keeping that in mind, as well as the numerous more options due to the position, 2.8 is more than fair over 3 seasons. Again, if this is vetoed he will play out at tender level.
As for the "TABS don't have the time to look up players points" comment, It takes two seconds to go to the MFL site, click player stats and then sort by position. I will include more in the future but it does take two seconds to look that up.
