Proposed rule changes:
1. Changing minimum on roster to 40 or even 42 so owners have enough players to start each week. Commish will add players before week 1 and team will lose 4th rounder

Second this. 50 man rosters leave the league almost bare of talent. Or at least do away with the PS.

Removing the PS or adding something to allow other teams to poach PS players would be helpful to expanding FA numbers a little.

We tried the NFL's way of PS poaching whereby if you wanted to PS you had to first waive and then add them to the PS if unclaimed for 24 hours. Worked really well, made GM's worry about who they were trying to sneak onto PS but a lot of admin.
The other way is claim off anothers PS and then they get 24 hours to promote or allow to leave. Might make GM's check in more often

In one of my leagues we have a PS of 10 players. Rookies drafted in our rookie draft are protected for 1 year so you can see if they are worth keeping. After 1 year these players can be bid on but team claiming them much give up 1 round lower draft pick. If player on PS was not draft any team can claim but original owner can match claim and move them onto active roster. This way owner claiming will have to have draft pick so less work since most owners don't want to give up picks.

Commish will add players before week 1 and team will lose 4th rounder I think the min. limit, which was just raised to 35 this season is sufficient. As we begin to move toward mandated increased league competition, focus may be needed more on gaining an understanding of acquiring and maintaining an "active" 35-player roster minimum. I agree that some sort of penalty should be issued before Week 1 if the rule is not adhered to. But further, also during the year when teams fall below this "active-player" minimum. Anything less than maintaining this minimum is, imo, neglect; ineffective team management in which has no place in fantasy football.

I don't have a problem with enforcement but it needs to be for all owners. Active on MFL isn't always correct. Is an owner going to be hurt because a player gets traded and doesnt play that week if they are right on the 35 player min. Players can be healthy but arent on the NFL teams playing roster. Healthy scratch. I was in a 32 team league a while ago and when the mins started getting enforced the owners left because they were losing draft picks for things they couldn't control.
Maybe looking at starting lineups would be easier. Take off the system starters so owners HAVE to set their own lineup. Miss 2 lineups lose a draft pick and so on. New owner taking over team would get those pick/s back. System lineups still start bye week players and sometimes not the best lineup.
Before the season maybe 40 min active and then change it to 35 during season because players get hurt.

The TAB needs to be drastically changed. There were times during the season that extremely easy trades couldn't get passed because members of the TAB didn't vote on trades, so a week would go by with a trade sitting at 1 or 2 votes while other members of the TAB would log on and not vote. 4 people were probably the majority of the TAB while the others only occasionally voted or didn't even vote at all.
The TAB:
Darryl (Bengals) - Active Tyler (Raiders) - Left the league, wasn't replaced Daniel (Patriots) - Active Greg (Bills) - Active Laura (Eagles) - Active Bryan (Seahawks) - Not-active should be replaced. This dude actually hasn't even posted anything since September!!! Mewtr (Browns) - Not active should be reaplaced. Ethan (Redskins) - Left the league wasn't replaced Anthony (Chiefs) - Somewhat active Frank (Panthers) - Somewhat active
For the health of the league, Bryan and Mewtr should be taken off the TAB and 4 new TAB members should be chosen to replace the vacant spots.
