There were 6 teams in the NFC that finished 8-4 including 3 teams in the NFC West and 2 in the NFC South.
St Louis wins the NFC West by having a higher conference record than Arizona and beating Seattle in both head to head matches.
The Buccs took the division title because they won every common matchup between the 2 teams. They both won every common matchup other than a matchup with the Giants where the Buccs won and the Saints did not.
This leaves Arizona, Seattle, Chicago, and New Orleans to fight for 2 Wild Card spots. Arizona is immediately eliminated for having a lower conference record. The other 3 teams tied for conference record and only had one common matchup which they all won. This made the tie-breaker come down to strength of victories. Here were the results(average win percentage of opposing teams they defeated):
Seattle: .4585 Chicago: .42725 Saints: .427125
For this reason, the Saints do not make the playoffs, and Seattle will be slotted ahead of Chicago for Seeding purposes.

In the AFC there was a Wild-Card tie between the Steelers and Jaguars, but the Jaguars were eliminated due to having a worse conference record.

For the #1 and #2 seeds in the AFC the tie breaker came down to strength of victories between Indianapolis and Oakland. The results:
Oak - .386364 Ind - .371091
As a result the Raiders will be the #1 seed in the AFC.

The result was a 3-way tie in your division, which made the initial head-2-head inapplicable. Therefore I believe division win pct, the next deciding factor, eliminated you and re-established head-2-head for Rams and Seahawks.Since Rams defeated Seahawks twice, they are the division winners.

Just verified the above with the Rules...
Division Winners Tiebreakers 1. Overall Record 2. Head-to-Head Record (2 teams only) 3. Division Record 4. Common Games 5. Conference 6. Strength of Victory 7. Strength of Schedule 8. Overall Points for
You ended with a division record of 3-3, where both Rams and Seahawks were 4-2.

My problem is, once there is a3 way tie in any sport, and a team is eliminated by a tiebreaker it does not go back to a 2 team tiebreaker rather continues down the list in a 3 team tie breakers which if I've read it correctly puts Seattle as the division winner

Hmmm, would like to see your facts supporting "in any sport", meaning all sports.
In assuming your theory is correct (which I'm not convinced), it would 1st of all make the head-2-head requirement a nullity, as Rams defeated Seahawks according to that criteria.
Secondly, verification of common opponents would be necessary before introducing a "2nd" problem into the equation (your first was Rams should be eliminated). And even if it were so it would not support your conclusion.
Each of those teams played; Cards 2X, 49'ers 2X, and each other twice. In addition they have played against the Vikings, Bears, Raiders and Broncos.
Rams would still win as they went 7-3 vs. common opponents whereas Seahawks were 6-4.
Rams won: 49'ers 2X, Seahawks 2X, Vikings, Bears and Broncos (7). Rams lost: Cards 2X, Raiders (3)
Seahawks won: 49er's 2X, Cards 2X, Bears and Broncos (6) Seahawks lost: Rams 2X, Vikings, Raiders (4)

I agree that the determining factor boiled down to SOV's, but would like to know the process used for determining the SOV's...as MFL has awarded this criteria to Colts, giving them the #1 Seed.

I put the win percentage of the opposing team for each of our victories in a column in excel then put an average function on each column. I could have very well made a mistake so anyone can feel free to double check me.

And Bryan is wrong... in the NFL once a three way tie is broken it goes back to the top of the two-way tiebreakers. AFC
1- Raiders 2- Colts 3- Patriots 4- Ravens 5- Texans 6- Steelers
NFC
1- Giants 2- Packers 3- Rams 4- Buccs 5- Hawks 6- Bears
Therefore the 1st round was
Bears v Buccs Hawks v Rams Steelers v Patriots Texans v Ravens
With Giants, Pack , Raiders and Colts on a bye
